Flood restoration in Manhattan: cellars, apartments and the shore

Flood restoration in Manhattan is usually about a building rather than a house. The water may be in a shared cellar with the boiler and the electrical room, in a ground-floor storefront, or in one apartment below a leak, and several people may have a say before anyone starts work. This page covers how Manhattan floods and how to get a flood dealt with in a Manhattan building.

How Manhattan floods

Two of the Department of Environmental Protection’s four kinds of flooding matter most on the island. Coastal flooding, high tide plus storm surge, floods the shoreline and can also send tidal water back into the sewer system. Sewer backups follow cloudbursts, when rain beyond the pipes’ capacity overflows through manholes, catch basins and basement sewer connections. NYC Health notes that during Ida rain fell at up to 3.5 inches an hour in places against a sewer capacity of 1.75, and that rainfall flooding can happen anywhere in the city.

Lower Manhattan is one of the communities FloodHelpNY lists for its Residential Backwater Valve Installation Program, alongside several in Brooklyn and Queens. Whether that program is open now is something to check with FloodHelpNY.

Cellars and building mechanicals

In many Manhattan buildings the cellar holds what keeps the building running: the boiler, water heaters, electrical service, meters and often a laundry room and storage. When Sandy struck in 2012, NYC Health records that two million homes and facilities lost power. A flooded cellar is first an electrical problem. The CDC’s guidance is to turn off the main power only from a dry place, never to switch power or use electric tools while standing in water, and to have an electrician check the system before the power goes back on.

In an apartment building, the cellar and its systems are generally handled by the owner, board or managing agent and their trades, not by individual residents. Tell the super at once, and do not go into a flooded cellar to look for switches or valves.

Mold rules for Manhattan buildings

The city’s mold rules depend on the size of the building, so it is worth knowing where yours falls. NYC Health says owners of buildings with three or more apartments must keep tenants’ homes free of mold, including safely repairing underlying problems like water leaks, and Local Law 55 of 2018 requires them to fix the conditions that cause mold. Where more than 10 square feet of mold must be fixed in a building with 10 or more apartments, owners must use New York State Department of Labor licensed mold assessment and remediation workers.

If you rent and a leak or mold after a flood is not fixed, NYC HPD says to notify your landlord and, if they do not act, file a complaint online or call 311.

The cleanup in a Manhattan building

The work follows the same order as anywhere: safety, pumping out, removing what cannot be dried, cleaning, drying, then repair. Manhattan adds a few practical points. Equipment has to come in through lobbies and service entrances, so the building’s rules on access and working hours matter. Drying a cellar with air movers and dehumidifiers can take space other residents use. And the EPA advises against running a heating or cooling system you suspect is contaminated with mold, which in a building means talking to whoever runs the system. With sewage, the EPA says to call in a professional.

Read flood cleanup in NYC for the full order, sewage cleanup if the water came up a drain, and flood damage repair for the rebuild.

Before the next storm

Look up the building’s FEMA flood zone and its evacuation zone; the NYC flood zones guide explains both. NYC Flood Maps notes that the Building Code requires new and substantially improved buildings to use FEMA’s Preliminary Flood Insurance Rate Maps, which matters to any building planning major work after a flood.
